Bryan Fuller and Don Mancini’s cameos occur at the same time in the seventh episode of Mike Flanagan’s Carrie series. Titled “Romantic Literature,” it’s the episode that begins the climactic prom scene.
Fuller and Mancini can be most clearly seen standing next to each other right after the blood is poured onto Carrie, while she stares out into the crowd.
Fuller’s connection to Carrie is that he wrote the script for the 2002 TV-film adaptation of the story which featured Angela Bettis in the title role. His version of Carrie (which was directed by David Carson) was intended as a backdoor pilot for a Carrie television series. At least, that’s what the studio, MGM, wanted.

Bryan Fuller said in a 2006 interview on CBR that NBC, which is the network that aired the Carrie TV movie, just wanted a movie-of-the-week. He said NBC allowed the studio to think they would consider a TV series followup, but that was never their intention.
But Fuller wrote the script with a series in mind. It would have followed Carrie and Sue Snell as they took to the road after prom night.

As for Don Mancini, he cast Summer H. Howell (who plays Carrie in Mike Flanagan’s new series) as Alice in Curse of Chucky when she was eight years old. She reportedly got the part in only her third audition for a film, and it was her first movie role. She later appeared again as Alice in Cult of Chucky.
