Neon is reportedly in communication with the staff and writers of the SCP Foundation Wiki, and the film will be released under the Creative Commons Attribution/ShareAlike license which is required for works derivative of SCP material.

Neon’s film is not affiliated with the V/H/S SCP film announced in July. A24 recently joined that project as a producer and distributor, but the staff of the SCP Wiki denounced that project for its complete lack of communication with them. They wrote in a statement that, “A24 does not and cannot have any exclusive rights to anything related to the SCP Foundation, including any films that Spooky Pictures or anyone else may choose to create.”

The SCP Foundation (SCP stands for “Secure, Contain, Protect”) is a collaborative writing project. It is represented as a clandestine, worldwide organization that studies mysterious, catalogs, and contains supernatural phenomena and entities. Creations added to the SCP Wiki generally fall under a Creative Commons license.
The SCP Wiki posted a statement about Neon’s film. They said that Neon has been in contact with them, but the official SCP staff and writers are not involved with the movie creatively, nor is it an “official” SCP Foundation film. They are not receiving any monetary compensation from Neon either. But they did say that Neon appears to be following all of the requirements of their Creative Commons license.
As for the film itself, there is no news yet if Neon will use ideas previously established in the SCP Wiki, or if they’ll create their own. No cast or crew have been announced yet either.
